The cultural diversity and global engagement that was
once seen to be key to Danish society has been displaced
by a notion of Danish welfare society as culturally
homogeneous and therefore consisting of equal
citizens. As a result of this view, immigrants and refugees
in Denmark have been targeted as a category of
people lacking the cultural skills required to be part of
Danish society. This has led to the development of an
unequal national community of culturally competent
Danes engaged in integrating outsiders on a professional
or private basis and culturally handicapped welfare
clients in need of integration.
